The National Planning Policy Framework (NPPF) requires Chesterfield Borough Council to have a clear understanding of housing needs in its area.

This includes all types of accommodation and the needs of different groups in the community (such as, but not limited to, families with children, older people, people with disabilities, service families, people wishing to build their own homes, Gypsies and Travellers).

To understand the future accommodation needs of Gypsies and Travellers, the Government’s Planning Policy for Traveller Sites (PPTS) requires councils to carry out a Gypsy and Traveller Accommodation Assessment (GTAA).

Such assessments are necessary for the preparation of the council’s local plan which includes planning policy and when appropriate, site allocations, for Gypsies and Travellers.

A GTAA was jointly commissioned by local authorities within Derbyshire and East Staffordshire and published in 2015. It covers the period from 2014 to 2034 and replaces the previous Derbyshire GTAA published in 2008.

The assessment identifies a need for two additional permanent Gypsy and Traveller pitches in Chesterfield Borough up to 2034. There is also a need identified across the whole study area (Derbyshire and East Staffordshire), for emergency stopping sites sufficient for four pitches.

The assessment does not identify specific sites to accommodate future pitch and plot requirements in the study area and it is the responsibility of the separate authorities covered by the study, including Chesterfield Borough Council, to identify sites through the preparation and review of local plans.
